Building Inspector and Code Enforcement Job Opening

Nature of Work
Primary Duties include property inspections and office work. The Building Inspector and Code Enforcement position shall be considered both a professional and technical field of work while assisting with all activities associated with the regulations enforced by the Sullivan County Planning & Codes Department. Activities associated with the job include ensuring compliance with the International Building Code, International Residential Building Code, the Energy Code, Sullivan County Zoning Resolution, Subdivision Regulations, Flood Damage Prevention Resolutions, Illicit Discharge Detection and Elimination Resolution, the Stormwater Pollution Prevention and Maintenance Resolutions, the Property
Maintenance Regulations and any other regulations adopted by the boards and commissions the department advises. In addition, the inspector shall be competent and thorough in the review of site development plans for commercial properties, multi-family dwelling units and single-family residences prior to and during construction and ensuring that all alteration and
repair activities comply with requirements of related regulations. This position shall be managed by the Department Head with immediate supervision by and coordination with the Chief Building Official through review of the level of compliances,
ability to apply governing regulations, organizational and decision-making skills and ability to interact effectively and fairly with contractors, developers, local and regional officials, homeowners and the general public.
Illustrative Examples of Work
• Assists with issuing building permits, zoning compliance permits, checking plans, inspecting buildings and other structures for compliance with all applicable codes, laws and regulations.
• Performs field inspections and re-inspections of residential, commercial, and industrial for compliance with the applicable codes.
• Inspects existing buildings for hazardous conditions, structural failures and/or improper uses.
• Receives complaints regarding possible violations to zoning, flood prevention, stormwater pollution prevention and/or property maintenance standards.
• Issues stop-work orders in the event activities are not being performed in compliance with existing regulations.
• Provides information on regulations, required inspections and permits and related matters to contractors, architects, developers and the public.
• Maintains records and files in a computer database and produces reports and other documentation as needed.
• Attends workshops, seminars and other meetings required to maintain certifications.
• Performs related duties and special assignments as instructed by Director and Building Official.

Necessary Requirement of Work
Graduation from an accredited high school or GED supplemented with a Tennessee State Certification in building codes and additional training and education in construction or closely related fields; or any equivalent combination of education and experience to provide the knowledge, abilities and skills; and sufficient strength and agility to perform the physically demanding aspects of the job:
• Knowledge of building design and construction technology;
• Knowledge of the geographic area of Sullivan County;
• Ability to obtain the cooperation of concerned parties when dealing with codes and regulations;
• Ability to establish and maintain effective working relationships with the public;
• Ability to prepare letters without assistance from administrative staff;
• Computer skills in PC Windows Operating Systems, Word, Excel, Outlook, Internet Search software and willingness to learn proprietary and customized software operated by the department on a daily basis.
• Imperative that the inspector treat the public with the utmost respect, shall have good communication skills and experience working with the public.
Necessary Special Requirements
• Possession of a valid Tennessee Driver’s license and the ability to be insured at standard vehicle liability rates.
• Possession of a certification from the Tennessee State Fire Marshal Office as a Residential, Plumbing and Mechanical Building Inspector or shall obtain such within one-year from the date of hire.
Compensation Package:
• Full-time, permanent position – Probationary Status until certified – must become certified in the International Residential Building Code (IRC) within one year of hire.

• Starting Salary: Hourly Rate Range based upon years of experience and certifications: $21 to $24 an hour starting depending on experience.
