Responsibilities of Planning and Codes

Responsibilities of Planning and Codes

  • Building Permits are required in Sullivan County for all types of residential housing including: new homes, single-wide mobile homes, double-wide mobile homes, modular homes, additions, carports, garages, storage buildings, gazebos, pools, decks, and roofs as well as interior remodeling jobs. To remain in compliance with the State of Tennessee regulations, the Sullivan County Board of County Commissioners adopted the 2018 International Residential Code and the 2018 Energy Code – effective on April 1, 2018.
  • Zoning Compliance Permits are required for all multi-family and planned developments as well as non-residential structures: commercial, churches, signs, manufacturing and the like. Site plans are required for all non-residential and multi-family improvements. Sullivan County adopted zoning in 1988.
  • Other permits may be required such as septic systems, sewer fees, stormwater management, floodplain permit, TDOT driveway connections or Sullivan County driveway connections.
  • Save time and money and plan ahead. Please call the office with all of your questions before you being your project.
The Sullivan County Planning & Codes Department serves several boards and commissions each month.  Each board meets once a month at the Historic Courthouse Commission Room, which is located on the 2nd floor.  The following are the regular scheduled meeting dates and times: 

 

  • Sullivan County Board of County Commissioners Work Session – 2nd Thursday of every month at 6:00PM (includes Rezoning Public Hearings)
  • Sullivan County Regional Planning Commission – 3rd Tuesday of every month at 6:00PM
  • Sullivan County Board of Zoning Appeals – 3rd Wednesday of every month at 5:00PM
  • Sullivan County Board of Construction Appeals – 3rd Wednesday of every month immediately following the BZA hearing
  • Sullivan County Regional Historic Zoning Commission – 1st Wednesday of the month at 4:00PM (as needed)
  • Sullivan County Property Maintenance Board – meets directly after the BZA meeting if needed (3rd Wednesday of the month)
All meetings are open to the public.  All meetings are published in the County Calendar each month as noted in the local newspapers. Special Called Meetings will be posted in the Kingsport Times News.  Public Hearings for any Rezoning Requests or Amendments to the Zoning Resolution, shall be posted in the Kingsport Times News a minimum of 15 days prior to the hearing, in accordance with the TCA 13-7-105 (State Law).
