The Sullivan County Trustee is located on the first floor, Suite 104 of the historic Sullivan County Courthouse.

8:00 A.M. to 5:00 P.M. Monday – Friday except designated holidays. The Sullivan County Trustees’ offices in Blountville will close at 2:00pm on Fridays during race weekend in March and August.

Property Tax Relief Program

What is Tax Relief?
The Sullivan County Trustee administers the state funded Tax Relief Program to help taxpayers 65 or older, disabled citizens, veterans, and widow of a veteran pay their property taxes. For qualifying applicants, the state will pay all, or a portion of the property taxes on their home (including mobile homes) depending on the maximum amount of Tax Relief credit given in relation to the taxes due. Please note that Tax Relief benefits are available for both city and county taxes.
The Tax Relief Credit
The Tax Relief Credit is a rebate and does not have to be paid back unless it is later determined that the recipient was not eligible for the program. The income limit for elderly and disabled is $29,860.
Do I Qualify for Tax Relief?
You may be eligible for Tax Relief if you meet certain age, income, and residency requirements. Must provide evidence/ proof of age, income, and residency. If a mobile home a copy of your title or bill of sale is required.
To qualify under Elderly Homeowner
1. Age limit- Must be 65 by 12/31/2019.
2. Must own home and use as primary residence.
3. Maximum income limit (this includes spouse, and all owners of the property) of $29,860.
Legislation requires the income of the applicant’s spouse to be included, regardless of ownership and regardless of whether the spouse is living on the property.
To qualify under Disabled Homeowner

1. Must own home and use as primary residence.
2. Maximum income limit (includes spouse, and all owners of the property) of $29,860.
3. Must be totally and permanently disabled on or before 12/31/19.
Legislation requires the income of the applicant’s spouse to be included, regardless of ownership and regardless of whether the spouse is living on the property.

To qualify under Disabled Veteran Homeowner
  1. Must own home and use as primary residence.
  2. Income not applicable.
  3. Must be eligible veteran determined by the Veterans Administration.
To qualify under Widow(er) of a Disabled Veteran Homeowner
1. Must own home and use as primary residence.
2. Must not have re-married.
3. Income is not applicable.
Application Process
To apply for the Tax Relief program on 2019 taxes, our staff will fill out the application with the homeowner(s) in the trustee’s office. Please come to our office to the main entrance of the historic Sullivan County Courthouse, Blountville; we are the first office on the left as you come in the main doors – Suite 104. How safe is online property tax payment?

This website uses specialized encryption to ensure that your tax payment information is secure. Online payments are more secure than mailing your payment from your home postbox.

A convenience fee of 2.75% is charged to the cardholder by the payment clearing house for processing a credit card payment or a flat $2.75 for an e-check payment. None of this fee is retained by the County. You will have an opportunity to see what the fee will be before completing your payment.

What kind of verification shows that I made my payment?

When payment is submitted, a printable confirmation of the transaction will become available for immediate printing and retention for your records. This transaction confirmation will contain all information about your online payment(s).

What do I do with my confirmation number?

Store your confirmation number in a safe place. It is a secure reference to your transaction and will be needed to access any payment information.

How will I know if my taxes were received before the due date?

Payments may be made up until 11:59 pm on the date payment is due. The date displayed on the confirmation page is recognized as the date of payment.

Responsibilities of Trustee

The trustee acts as the general banker for the county, serving three primary functions:

  • collecting property taxes
  • receiving and disbursing county funds
  • managing the county’s cash flow

Property taxes are one of the county’s most important revenue sources. The trustee sends out property tax statements in October and collects and issues receipts prior to the February deadline. The trustee authorizes a uniform chart of county accounts administered by the county audit division, deposits funds daily and makes disbursements on official county warrants.

The trustee issues monthly and annual financial statements. The trustee is also charged with investing idle funds and working with the County Budget Committee to ensure investments are made according to state law and produce maximum earnings with the highest degree of safety.
